41.1  Purpose

The purpose of this document is to outlines Target Actions (TAs) to permanently eradicate poverty for all people everywhere, including refugees, prisoners, etc., as soon as possible, and rapidly ensure everyone in the world has all the necessities and needs of life until they are self-sufficient.

Please note: An advanced industrial management system is being designed to implement Target Action Plans listed in Section 41.4.3 below

41.2  Objectives

41.2.1    The objectives of this plan is to implement UN SDG:

41.2.1.1 Target 1.1 Immediately eradicate extreme poverty for all people everywhere, currently measured as people living on less than $1.90 a day.

41.2.1.2 Target 1.2 Urgently eliminate poverty of all men, women and children of all ages living in poverty in all its dimensions.

41.2.1.3 Target 1.3 Quickly implement nationally appropriate social protection systems and measures for all, including floors, and as rapidly as possible achieve complete coverage of the poor and the vulnerable

41.3  Actions.

41.3.1    Immediately ensure everyone has the basic necessities of life including internet, email, and a computer phone beginning with children, the sick, hungry, malnourished, disabled, and homeless. Honest, caring, dedicated legislators who will pass the necessary legislation and vacate unnecessary legislation.

41.3.2    Identify the following:

41.3.2.1 Who, where (addresses to include nine digit zip codes), when and what needs and necessities of life and everything required to become self-sufficient (expertise, food, water, materials, etc.) are required and location where each will come from

41.3.2.2 Funding and donation sources

41.3.3    Implement the following Target Action Plans which will provide all the needs and necessities for a decent life and everything required to become self-sufficient. Also most of these TAPS can and will decrease global warming.

41.3.3.1 With local people doing most of the work implement the TAPs listed in paragraphs 45.4 through 45.10 of Action Plan - TAP45 Plan for the Public and Private Sectors to Rapidly Implement the UN Sustainable Development Goal (SDG) Target Action Plans (TAPs) until global warming has been reversed, its adverse effects have been mitigated and people are self sufficient.

41.3.4    Obtain and ship to where the needs and necessities of life and everything needed to become self-sufficient to where required

41.3.5    With local people doing most of the work using extensive surge donations of expertise, food, materials, arable land and up-front funding from governments, individual corporations and NGOs as well as the nine digit zip-code locations of the individual(s) in need and what is needed and the nine digit zip-code location of individuals or organizations providing and delivering specific needs. Using this model we can provide/ produce all the needs and necessities of life for everyone by implementing the following Targets and TAPs until the people are self sufficient:

41.3.5.1 Plant vegetables, beans, rice, fruits, berries, herbs, peanuts, bushes, vines, trees, foliage, etc. (This will both provide nutritious food and decrease atmospheric carbon dioxide)

41.3.5.2 Install solar panels, windmills, insulation, energy efficient appliance, train/maglev transport systems, repair and modernize infrastructure, etc. to reduce and ultimately end the use of fossil fuels.

41.3.6    Implement social protection, assistance and insurance programs/systems including possibly skills training, wage subsidies guaranteed minimum or basic incomes, pensions, unemployment insurance, etc. to protect against all shocks and risks as appropriate.

41.3.7    This would initially require roughly $7 billion per month of donations and up front surge funding in the U.S. and roughly $1.2 trillion per month worldwide. The faster the funds and donations are provided the faster individuals will become self sufficient and the less the total cost will be.

41.3.8    As these Target Action Plans (TAPs) are implemented, within a few months everyone will become self-sufficient and within a few years global warming will be reversed and as George Soros said this will "be far more effective than spending the same amount over several years."
