44.1    Introduction

 

44.1.1 The actions under paragraph 44.4.1 are from the World Scientists' Warning of a Climate Emergency which was issued on November 5, 2019.

 

44.1.2 Recently, more than 11,000 scientists in 153 nations have endorsed a newly published statement on climate change — and it’s extremely gloomy. “The climate crisis has arrived and is accelerating faster than most scientists expected. … We declare clearly and unequivocally that planet Earth is facing a climate emergency. To secure a sustainable future, we must change how we live."

44.2     Purpose


This document outlines plans to provide reliable, clean renewable energy.

 

44.3    Objectives

 

44.3.1 Implement SDG Goal 7 “provide reliable, clean renewable energy for everyone and everything possible as soon as possible” and all its targets:

44.3.1.1          Target 7.1 As rapidly as possible, Provide reliable, clean renewable energy for everyone and everything possible

44.3.1.2          Target 7.2 As rapidly as possible, increase substantially the share of renewable energy in the global energy mix

44.3.1.3          Target 7.3 As rapidly as possible, double the global rate of improvement in energy efficiency

44.3.1.4          Target 7.a As rapidly as possible, enhance international cooperation to facilitate access to clean energy research and technology, including renewable energy, energy efficiency and advanced and cleaner fossil-fuel technology, and promote investment in energy infrastructure and clean energy technology

44.3.1.5          Target 7.b As rapidly as possible, expand infrastructure and upgrade technology for supplying modern and sustainable energy services for all in developing countries, in particular least developed countries, small island developing States, and land-locked developing countries, in accordance with their respective programmes of support

 

44.4    Actions

 

44.4.1 The following actions are from: World Scientists' Warning of a Climate Emergency

 

           44.4.1.1          Quickly implement massive energy efficiency and conservation practices

 

           44.4.1.2          Replace fossil fuels with low-carbon renewables (figure 1h) and other cleaner sources of energy if safe for people and the environment (figure S2).

 

           44.4.1.3          Leave remaining stocks of fossil fuels in the ground (see the timelines in IPCC 2018) and

 

           44.4.1.4          Carefully pursue effective negative emissions using technology such as carbon extraction from the source and capture from the air and especially by enhancing natural systems (see "Nature" section).

 

           44.4.1.5          Swiftly eliminate subsidies for fossil fuels (figure 1o)

 

           44.4.1.6          Use effective and fair policies for steadily escalating carbon prices to restrain their use.

 

           44.4.2 Other means of providing reliable, clean renewable energy include:

 

           44.4.2.1          Ocean thermal energy conversion (OTEC) described in TAP 80 Use OTEC to Generate Electricity, Reduce Ocean Surface Temperatures and Prevent Ocean Acidification Everywhere

 

           44.4.2.2          Solar cells

 

           44.4.2.3          Windmills

 

           44.4.3 Other means of conserving energy:

 

           44.4.3.1          Implement TAP7 Provide safe, affordable, rapid and sustainable transportation systems powered by renewable energy for all including building a comprehensive, worldwide, rail/maglev based network, transportation system integrated with local systems.
