75.4.1.             Organize teams of experts on Greenland and Arctic rivers, their depth, flowrates, etc. and refrigeration plants that freeze water.

75.4.2.             Dump boulders and rocks into rivers where the dikes will be built
 

75.4.3.             Develop plants in nuclear ships and submarines to produce liquid refrigerant with large hoses to distribute the refrigerant and freeze flowing water into ice. Also, provide electricity to the shore with cables.

75.4.4.             Anchor the nuclear ships and submarines off the coast near rivers where the dikes will be built. (Please note that nuclear ships and submarines need cold water for their turbine condensers.)
